"Cannot accede proposal your telegram seventh November.

Governor".

Confident your interests safe with Wicking.

for which reply, and in particular for Your Excellency's kind

assurance that the interests represented by us were safe with

Messrs. Wicking, we are very much obliged; though our friends

and we naturally regret that our suggestion cannot be acceded

to.

-

We have no doubt that Your Excellency and the Hong-

kong Government have strong reasons reasons which we shall

know in time for not acceding to the suggestion which we

ventured to offer to Your Excellency; and it is perhaps need-

less to add that we on this side had equally strong reasons

for making the suggestion. In this regard, we beg to be

allowed to direct Your Excellency's kind attention to the first

three paragraphs of our letter to the Hongkong Bank, as

quoted overleaf,

It is obvious that the manufacturers and merchants

on this side are pleased to know that the British firms in

Hongkong and China are striving to command as large a share

as is possible in the Lancashire and Yorkshire textile business.

At the same time, the all important point in this matter

point of such serious import as to have caused His Majesty's

Government to permit trade even with the Alien Enemy abroad

-

is that our Lancashire and Yorkshire Textile trade will suffer

severely through this restriction of trade in Hongkong, inview

of the undoubted fact that more than half of that trade happens

to be in German hands and cannot possibly be diverted all at

once into Brøtish channels, such as we should wish it.
